A guerra do Kosovo foi o primeiro conflito armado envolvendo a OTAN desde a sua criação, e a maior crise humanitária ocorrida na Europa desde o fim da Segunda Guerra Mundial. A operação foi vista por muitos analistas como uma tentativa de ampliação do alcance da hegemonia norte-americana naquele continente. O conflito, porém, pode ser interpretado no contexto da evolução da prática de intervenções humanitárias no pós-Guerra Fria, principalmente diante de casos de graves violações aos direitos humanos em regiões onde o Estado-nação encontra-se em processo de fragmentação. O artigo discute a intervenção no Kosovo tendo como referência a instabilidade sistêmica causada pelo colapso do Estado iugoslavo depois do fim da Guerra Fria e a redefinição da regra da soberania, implícita nos esforços de ordenamento e estabilização empreendidos pela comunidade internacional diante das ameaças à segurança internacional geradas por crises humanitárias.
The war in Kosovo was the first armed conflict in which NATO was involved since its creation, and the largest humanitarian crisis in Europe since the end of World War II. The operation was seen by many analysts as an attempt by the US to extend its influence and hegemony in the continent. The conflict, however, may be interpreted in the light of the evolution of the practice of humanitarian interventions in the post-Cold War period, especially when gross violations of human rights occur in regions where the nation-state is undergoing a process of fragmentation. The article discusses the intervention in Kosovo from the perspective of the systemic instability caused by the collapse of the Yugoslav State after the end of the Cold War. The redefinition of the rule of sovereignty is implicit in the international community's efforts to establish order and stability in face of the threat humanitarian crises pose to international security.
La guerre au Kosovo a été le premier conflit entraînant la participation, depuis sa création, de l'OTAN. Ce conflit a été, depuis la fin de la II Guerre Mondiale, la plus importante crise humanitaire ayant eu lieu en Europe. Plusieurs spécialistes ont interprété l'opération menée contre la Yougoslavie comme une tentative de la part des États-Unis d'étendre leur hégémonie sur le continent. Le conflit, cependant, peut être interprété dans un contexte d'évolution de la pratique d'interventions humanitaires depuis l'après Guerre Froide, en particulier dans le cas de graves violations aux droits de l'homme dans des régions où l'État nation se trouve fragmenté. L'article propose une discussion sur l'intervention aux Kosovo, faisant référence à l'instabilité systémique causée par l'anéantissement de l'État Yougoslave après la fin de la Guerre Froide et la redéfinition de la règle de la souveraineté, comprise dans les efforts de rétablissement de l'ordre par la communauté internationale, en particulier face aux menaces à la sécurité internationale générées par les crises humanitaires.
